Childcare services are constantly evolving to meet the needs of families and keep pace with changes in society. Local and regional authorities play a central role through their competencies and their public services focused on education, after-school care and child development.

Ciril GROUP's CIVIL Enfance offering is based on a single Family File that facilitates relations between families and municipal services. It supports local authorities in their day-to-day work with the population.

With CIVIL Enfance, centralize the management of all your school affairs through a one-stop shop:

  • registration, admission and assignment of children to classes
  • school follow-up and administrative control
  • management of waivers and cancellations

The solution offers comprehensive, consistent management of school files. Interoperable with the French Education Ministry's Onde database, CIVIL Enfance facilitates exchanges with school principals and simplifies procedures for families.

  • extracurricular activities : catering, school buses, day-care centers, supervised studies, sports activities, trips and transplanted classes
  • extra-curricular activities: ALSH, ACM, summer camps, etc.
 

Adapt your management rules (periods, schedules, human resources, waiting lists, etc.) and billing methods (Family Account, counter, pre-billing or post-billing) to each activity. Rate simulation tools can be made available directly via your Family portals.

Analyze your polling stations and optimize your electoral sectors with Ciril GROUP's cartographic, analytical and decision-making tools. CIVIL Elections, enhanced by the GEO Elections acrtographic module, enables you to :

CIVIL STATUS CIVIL STATUS

As the guarantor of a citizen's identity, the civil registry is the cornerstone of French public administration. On a day-to-day basis, communes are responsible for registering, updating and transmitting records throughout the lives of members of the population.

To support town halls in this essential mission, Ciril GROUP offers CIVIL État Civil, a complete solution developed by its partner Digitech. From the registration of births to the management of military censuses, the solution enables all civil status procedures to be managed smoothly, securely and in compliance with regulations, with direct links to INSEE, Comedec, other municipalities and citizen platforms.

CityWeb, the Digitech solution integrated into CIVIL État Civil, gives local authorities a complete tool for managing all their civil status files:

  • digital and digitized deeds, mentions and notices of mentions
  • supporting documents, forms, letters, press releases, etc.
  • management in compliance withIGREC instruction
 

Agents can search, consult, create, edit, rectify and validate records (births, acknowledgements, marriages, deaths) as well as civil partnerships. They can exchange files with other communes, and monitor their processing via dashboards with alerts.

CityWeb guarantees reliable, secure exchanges of information between communes, and communicates directly with the Comedec platform and INSEE for the transmission of Pacs deeds and files.

CIVIL État Civil simplifies procedures for users thanks to a one-stop shop. Citizens can submit their requests online, reducing the need to travel and the volume of mail sent to municipal services. The solution also ensures rigorous monitoring and complete traceability of data in a 100% paperless environment , guaranteeing the protection of personal information.

Municipalities can receive, centralize, process, notify and close electronic or paper applications according to strict validation rules, guaranteeing reliability at every stage.

Additional modules interfaced with service-public.fr via HUBEE enhance the offering:

  • document requests (copies and extracts)
  • family record book renewal
  • death declarations(CERTDC)
  • etc.

Ciril GROUP also integrates CityRemweb, Digitech's solution dedicated to military census. It covers :

The solution automates the management of census operations and registrations for the Defense and Citizenship Day, from receipt of requests to secure transmission of data, documents and statistics.

Interoperable with CityWeb, CityRemweb guarantees perfect consistency between census operations and civil status data. It also interfaces with service-public.fr to simplify and secure citizen procedures.

FAMILY PORTAL

CIVIL Enfance provides local authorities with a modern, simple and fully secureonline Family Portal. Accessible 24 hours a day, 7 days a week, it enables parents to easily manage all their administrative procedures relating to children and early childhood. Compliant with regulatory standards, notably in terms of accessibility (RGAA 4.1), this digital portal improves the relationship between the community and the population, while making services more efficient and accessible.

Thanks to the dematerialization of documents and supporting evidence, and the exchange of information with government agencies, it simplifies procedures for users, avoiding the need to re-enter information or provide supporting evidence that other agencies already have.

This simplification of procedures reduces delays, minimizes errors and improves the user experience. Users benefit from a fluid, practical service, while the local authority optimizes the management of its processes.

The portal allows you to monitor your entire Family File online, from consultation to updating:

  • Registration and pre-registration
  • View children's schedules
  • Activity bookings
  • Invoice tracking
 

Annual updates of administrative information are carried out directly on the portal, as is the creation of a new contact or the declaration of an unborn child. This centralized management system saves time for families and improves continuity of service for the local authority.

A dedicated online payment area simplifies financial management. Families pay their bills via several secure solutions (PayFip, Paybox, SystemPay, PayZen...), with the option of activating direct debit. In the event of non-payment, the system automatically blocks future registrations and bookings, ensuring more transparent and secure management. 

The Family Portal also plays a key role in communication between the community and its citizens. Departments can publish news, put a calendar of events online or share practical documents.

A FAQ enriches the experience, and the thematic approaches are adapted to local needs. 

An integrated messaging system lets users communicate directly with departments, while online appointment booking gives families greater autonomy and responsiveness.

The portal relies on secure APIs with administrations (CAF, MSA, DGFIP) to automate the recovery of family quotient or tax resources. This integration eliminates the need for families to provide additional supporting documents, and improves data reliability. School and pricing simulation tools complete the system, giving parents a clearer picture of the costs associated with extracurricular activities.

Secure authentication, notably via FranceConnect, guarantees the protection of personal data. Once logged in, families have access to a single space grouping together all online services for children: school catering, daycare, supervised studies, school transport, vacations, vacation camps, leisure centers, crèches or day nurseries. The centralization of services in an intuitive portal facilitates navigation and strengthens user confidence in local e-administration.
