CIVIL Finances Publiques' standard business modules form the common basis for all users in the preparation and execution of budgets, in accordance with the following regulations Code général des collectivités territoriales and accounting instructions M57, M4x and M22.
Prepare your budget, enter your third parties, your budget stages and your budget entries; check entries submitted directly by your decentralized business departments; set up your budget balance. You can also simulate different expenditure and revenue scenarios and budget balances for simple budget forecasting purposes.
CIVIL Finances Publiques strictly complies with your regulatory obligations; its numerous parameter settings for budget allocation and the definition of data entry and control workflows mean that, in addition to the regulatory aspect, you can exploit the full functional potential of CIVIL Finances Publiques to customize it to your precise needs.
Make the necessary adjustments, then vote on your budget. Enter your credit transfers; generate your budget model and all your official documents; transmit your dematerialized budget to the Treasury using the PES V2 standard exchange protocol. CIVIL Finances Publiques is also compatible with the DGCL's TotEM tool.

Purchase requests and quotations, credit reservations, expenditure and revenue commitments, issuing purchase orders, issuing invoices: each budgetary operation is accompanied by a visa and validation process. Send your dematerialized invoices via the Hélios platform and retrieve them from Chorus Pro.
CIVIL Finances Publiques manages all types of orders via all types of markets and contracts and with all types of nomenclatures; your item catalog and your library of templates and printouts of accounting documents (estimates, purchase orders, mandates, vouchers, slips, invoices, credit notes) are fully customizable, as are your visa and validation circuits.

CIVIL Finances Publiques interfaces with the government's Chorus Pro platform, and offers an efficient approach to invoicing, in both centralized and decentralized modes, with automatic management of mandating and payment deadlines to facilitate your budgetary supervision.
